Departmental Presentation Len Nielsen updated the Board on the current tree mortality situation, noting that the responsibility for removing dead trees is on the property owner and not with the County or the State; reported that resources are few and limited and that a huge problem is where to put the downed material; and noted that it is critical for Mariposa to get projects on the shelf so that the State can assist if resources become available. Forester Nielsen discussed some types of projects with Supervisor Carrier. Forester Nielsen and Supervisor Jones discussed what permissions are needed to remove trees. Forester Nielsen referred the public to barkbeetles.org for more information. Keith Williams/Treasurer-Tax Collector-County Clerk reported that he received a referendum initiative on December 16th, 2015, on a Conditional Use Permit Ordinance; that they are in the process of checking the signatures; and that he has reserved space on the January 12, 2015, agenda to report whether the referendum petition has passed or failed. Tara Schiff/Community Development-Grant Coordinator reported on a training being conducted by the Board of Equalization on March 2, 2015, and noted that she should be receiving a draft agenda any day. Supervisors Carrier and Cann extended thanks to Ms. Schiff. Ms. Schiff also noted applying for a Cal ED training for the Central Sierra Economic Development District. Doug Binnewies/Mariposa County Sheriff-Coroner-Public Administrator-Interim Fire Chief reported on the Sheriff's Office 2015 statistics; discussed understaffing in his department and the need for competitive salaries; and noted that he will have fire department statistics in the future. Dana Tafoya/Public Health Emergency Coordinator reported on the recent assessment for public health survey, noting that the California Department of Public Health is now compiling the data.

Board of Supervisors (ID # 5402) Discussion and Direction to Establish Timelines Regarding Implementation of Economic Development Strategies Supervisor Cann gave the staff report. During Public comment: Tara Schiff/Community Development-Grant Coordinator noted that she will work with the CAO and Planning Department in anyway necessary; Karen Smith/Rotary President noted that she will make sure that Rotary gives this a lot of attention; Kris Casto advised that a one page white paper should be prepared to guide the committees; Karen Cutter, noted that both the business association and chamber totally support this, and remarked that she will make sure this gets on the agendas of both groups; Tara Schiff read the Ten Commandments for Economic Development; Debbie Peters noted that it would be helpful if the committees could be provided with some very direct questions; Mick Herman noted that there is much opportunity for development in the County but that someone will be needed to go find businesses; and Ruth Sellers discussed the need for a County wide effort that entails consideration of many options. Direction: Sara Williams/Planning Director, Tara Schiff/Community Development- Grant Coordinator, and Mary Hodson/County Administrative Officer are to work this week to identify the advisory committees that will need to be contacted for input. Supervisor Cann will write the cover letter; and all Board members are to write questions that will spark the conversation, and are to forward them to the CAO or to the Planning Director. An item is to return on January 19, 2016, to Board of Supervisors January 5, 2016 outline the committees needing to be contacted, and to present the compiled list of questions and the cover letter for Board consideration. During public comment Jay Johnson/Mariposa Biomass Project CEO urged Board approval, and Keith Williams/Bear Valley resident discussed the need to notify Bear Valley residents so that they may provide input on the issue. AMENDMENT: That no County resources, including staff time, be used above and beyond what is normally provided to the public.
