F1:
The Grand Jury found that currently Glenn County does not have School Re- source officers in any of the schools. In the past, Resource Officers were funded by Federal Grants, but those grants have now expired. With the school’s budget, unable to absorb the costs of an officer on the school grounds, they phased out this pro- gram.
F2:
It was found that since the Orland City Police Department was not bound to con- tract with the County for leasing their ser- vice vehicles and maintenance contracts. The City of Orland Police Department is able to buy their vehicles outright, thus eliminating the limitations of the leases and maintenance. The service on all the vehi- cles is performed in Orland City Yard Crew.

The dispatch system that services Or- land Police Department is outdated, caus- ing delays of services.

R1:
The Glenn County Grand Jury recom- mends that Willows Fire Department work with the Sheriff Department and The Board of Supervisors to fund two Dispatchers on each shift to answer all emergency calls as they are received. The Grand Jury finds that the SMART Team of Glenn County is a vital asset to the public.
F2:
The Grand Jury finds that the SMART Team is an asset to the youth of our county and is operating on a renewable three-year grant. Should it expire the SMART team will need continued funding to stay in existence.

The Grand Jury found that more knowledge and education as to LAFCOs pur- pose and functions within our County to the services they provide needs to be known to the public.
F4:
The City of Orland has a plethora of information available to the general public on their website and at their office pertain- ing to water and its uses.

The Glenn County Grand Jury recommends the SMART team advertise its program through local service clubs, youth clubs, and local news- papers to bring awareness of its existence, im- portance and value to all citizens of Glenn County.

The Bylaws set by the Willows Unified School Board should be adhered to by the CBOC. Quarterly scheduled meetings to review the expenditures and progress should be held to comply with the Bylaws.

To insure the information regarding the Meas- ure B Citizens Bond reaches the broader public, it is recommended to adopt any policies that accom- plishes this goal such as using local newspapers, newsletters, sent to schools as take-home-infor- mation and the use of other available media.

It is recommended the CBOC review their meet- ings and reports to bring transparency and accuracy of all information given to the public CONCLUSION: As the work continues on meeting the repairs/replacements as identified in Measure B Citizens Bond, the Bond Committee and the Willows Unified School District are required to let the voters and school community know the progress made and how the funds are being used. There is reason to believe that if everyone is aware of the progress, the community will be more acceptable to the next bond request. The 2017 – 2018 Grand Jury would like to thank the Oversite Committee to the Measure B Citizens bond for informing the public by publishing the financials and progress of the local school bond. Due to this being an on-going project, future Grand Juries are requested to ensure that: ■ Expenditures are in line with Exhibit A ■ Information will be given to the community informing them of the commitment of Measure B Citizens Bond ■ Citizens Committee is meeting and posting minutes as per their Bylaws.

The Grand Jury found fresh hot meals are not prepared at the Willows Senior Center but are transported from Orland.

It was found that vendors, stores, and farmers do not, at present, leave donated items for seniors at the Willows Senior Center. They instead leave donations at the county’s food bank in Willows.

Whereas, it is fiscally unfeasible at pre- sent to prepare fresh meals at both Senior Centers, the Glenn County Grand Jury recom- mend the Glenn County Office of Education to develop an innovative program such as the previously mentioned, vocational education restaurant program, to further improve upon the senior nutrition program.

It is recommended that the Willows Senior Center contact the food-bank for extra fresh produce to provide food assistance to lo- cal seniors.

It is recommended that the Glenn County Office of Education Senior Nutrition Director publish annually the Senior Nutrition income and expense statements showing individual entities to their website, local newspapers, and posted at the Willows and Orland Senior Cen- ters. F1:
The Grand Jury found that the County Board of Supervisors has not been keeping up with the extra charges from CalPERS and are now facing an approximate $17.7 million payable by June 20, 2018.
F2:
The Grand Jury found that communi- cation to the citizens of Glenn County is foremost the most important action the Board of Supervisors must act upon. The Grand Jury finds it important that all tax- payers be informed of possible effects to their livelihood based upon future deci- sions by the Board of Supervisors.

It was found that the CalPERS UAL and NCR rates will be significantly in- creasing in the years to come, causing cur- rent financial policies to become outdated.

The Grand Jury found that several de- partments realigned and reclassified em- ployees’ positions, granting the positions large percentages of raises. With the addi- tional spike in pay, results were an increase in CalPERS payments.
