F1: The 8/15/11 response to the 2010-2011 Grand Jury Report stated, "The video system is failing and plans are underway to have it replaced in the coming weeks". Although new security cameras have been purchased (some time ago), to date they have not been installed. At the time of the tour only one of the old cameras appeared to be working.

R1: It is imperative for the safety of the staff and inmates that the monitoring system be functional. It is the top priority for replacement. Complete the installation immediately.
R1a: The facility must be brought into CSA compliance and/or be replaced to be eligible for State protection from potential lawsuits.
R1b: 1 Perform interim repairs as practical, with highest priority on those that affect inmate and staff safety and security. Look at funding from Homeland Security, FEMA, and/or other revenue sources including CA Assembly Bill AB111, for a new Jail Facility and/or ideally a green Justice Center that would include providing reserve beds for temporary Federal Government prisoners (a potential revenue source). Although it may seem extreme, we have an extreme problem. Investigate non-traditional funding sources, such as the Bill and Melinda Gates Foundation, Yahoo!, or the ABC "Extreme Makeover Home Edition" program for assistance with creating a new Jail Facility. F2: The mandates of California Bill AB109 are overloading a Jail facility that is not designed for long term housing. Due to the overcrowding the Law Enforcement Officers are having to make a determination as to whether to arrest, or just cite an individual because "There is no room at the Inn".

R2a: Look for housing for long term inmates in surrounding counties.
R2b: Pay the State Prison bed fee of $137.00 per day, or CalFire bed fee of $45.00 per day to house these inmates until funding for a new facility is acquired.

F1: Complete documentation of policies and procedures for the "System" does not exist. It is recognized, however, that concepts are being evaluated and that there was mention of creating such a document.

R1: The Planning Department in cooperation with the Sheriffs Office should develop "System" policy and procedures documentation including at a minimum: a) concise "Officer" job description. b) clear definition of the chain of command for the "Officer". c) requirements for initial and ongoing "Personnel" training. d) "Personnel" safety procedures (including officer backup requirements and equipment checklist). e) processing procedures for code violations that define the progression from increasing fines and to prosecution by the District Attorney in the event of non-compliance. f) definition of a hearing system that handles appeals. g) procedures for collecting fines.

F4: There are not sufficient resources of time, money, equipment and personnel to efficiently carry out safe code enforcement. The safety of the "Officer" was enhanced by providing trained backup peace officers. It is recognized that due to lack of personnel, the Sheriff and Undersheriff served as backup in 2011. The "Officer" uses an unmarked vehicle.

R4: In the future, it would be more efficient to rely on less senior peace officers for backup support. The safety of the "Officer" can be enhanced by using a marked vehicle. The Sheriff's office in cooperation with the Planning Department should budget funds to provide a) a marked vehicle to substantially enhance safety b) additional equipment (e.g., laptop computer, efficient measuring devices) c) cost effective and time efficient support for the "Officer" by assigning 1-2 peace officers whose priority is to accompany the "Officer" on visits during the months of marijuana harvest season. A pool of peace officers could be provided by part-time retired peace officers or reserve deputies. 7
F5: The current "Officer" has pioneered a new position in an admirable fashion. The code enforcement training provided to the "Officer" was insufficient.

F1: LAFCO Resolution No. 07-01, which establishes the sphere of influence and authorized powers for the TPUD, limits its activity to "provide power, light and heat." Communications (i.e. internet) is not one of the authorities granted. The public needs to be aware of the limited scope of activities that the TPUD can be involved in without first expanding the authority granted to it by LAFCO and the Public Utilities Commission.

R1: TPUD should document, disclose and publicize its activities each year.
F2: All electricity customers within the county are not currently receiving the benefit of low cost federal power as provided for in the Trinity River Act of 1955.

R7: The Trinity County Board of Supervisors (BOS) and TPUD should do everything in their power to facilitate and encourage the consumption of all available Preferential Power. 7a. The BOS should evaluate the feasibility of building a pumped storage hydro electric facility and publicize the results. A properly sized Pumped Storage Facility could make beneficial use of some of the excess power allocation, while creating good paying jobs and a substantial increase in the tax base. 7b. The BOS should have the County's General Plan updated, specifically the housing and land use elements, with the intent of making it both easier and less expensive for housing and other developments, thus increasing the employment base, the tax base and expanding the benefits realized. 7c. The BOS should encourage the location of energy intensive industries, such as an internet server farm, thus expanding the tax base and employment opportunities. 7d. The BOS should aggressively pursue grants which aid in the financing of high speed internet infrastructure. 7e. TPUD should assess the feasibility of installing charging stations in key locations around the county to encourage the use of electric vehicles. This bold move could make Trinity County the place to visit for curious tourists with electric/hybrid cars throughout the country.
