Counsel's Office, SCCGJ members determined that OID could do repairs without a formal easement on file; this is called a prescriptive easement. A prescriptive easement is an easement that a public utility company may declare, even if the property owner(s) have not provided the utility company with a formal property easement, in order to perform needed repairs.
