The Jury was informed on September 13, 2011 by an official, that online college courses were available at the Susan J. Gionfriddo Juvenile Justice Center. In fact, they were not. Response: The Probation Department agrees with this finding. The Grand Jury conducted their inspection at the Santa Barbara Receiving and Transportation Center, Juvenile Facility on September 13, 2011. It is accurate that on that date the online college courses were not yet available at the Santa Maria Juvenile Hall (SMJH). In interviewing the two staff present for that inspection, although both do not specifically recall a question about online courses, they assured that it would not have been their intention to provide inaccurate information. The attached letters dated November 8, 2011, (Attachment A), and November 21, 2011, (Attachment B), provide a timeline and document the steps taken by the staff at the SMJH to implement online college courses. The SMJH Administration has assessed and implemented the following: SMJH has purchased two refurbished MacBooks. Purchasing Refurbished MacBooks with the warrantee saved œ $450.00. Chuck Smith, computer consultant, is currently working with Brian Harrell of Santa Barbara County Education ø Office (SBCEO) to determine if SMJH can use SBCEOs wireless system. If this is not an option, SMJH will purchase wireless access (i.e. wireless card). SMJH has assessed and concluded that the printers at SMJH are sufficient to handle any printing needs for the ۰ college students. As a result, SMJH does not need to purchase a printer and ink cartridges. Two headphones have been purchased for use by the college students. Licenses have been purchased for Net Nanny to be installed on the two laptops, to ensure the students access a only information necessary and relevant to the online course work. Access to online college courses at SMJH is expected to be available for detainees effective November 15, 2011. The next semester for online classes at Allan Hancock College and Santa Barbara City College begins January 23, 2012. The SMJH is scheduled to complete this project prior to open enrollment at local Community Colleges which begins December 4, 2011. Plans for to the Construction Technology Program to be updated and resume at Los Prietos Boys Camp/Academy remain in standby status. Effective July 2011, funding for County General Services, Reprographics Unit was eliminated. Los Prietos Boys Camp (LPBC) is currently implementing a project charter to develop a program to use the space and equipment formerly utilized by the Reprographics Unit, for the running of a traditional printing training program for youth from LPBC and adults from the Probation Report and Resource Center (PRRC). Valuable vocational skills will be provided with plans to expand projects and training to offset Probation and other Santa Barbara County Departments' basic printing needs. A copy of the referenced project charter was sent to the Grand Jury on October 28<sup>th</sup>. The Construction Technology program will be reassessed for implementation after the Probation Printing Program is implemented and preliminary outcomes are assessed.
