There is duplication of police and fire dispatch services in Arroyo Grande and Grover Beach. Respondent partially agrees with the finding. Both agencies do provide police and fire dispatch services. However, those services that are provided are provided to different communities and are not necessarily always duplicated. Services provided by the dispatchers also include many duties to the agencies in addition to just the dispatching of public safety members.
Related Recommendations (1)
The City Councils of Arroyo Grande and Grover Beach should consider consolidating the public safety dispatch systems of their respective cities. Respondent disagrees with the recommendation. The Police Department cannot speak for the City Councils, however, we have thoroughly reviewed the concepts and costs associated with consolidating our dispatch systems and have found that at this time the costs would increase those services for the City of Grover Beach and are not feasible at this time.
There are potentially significant future cost savings to the cities of Arroyo Grande and Grover Beach in joining dispatch services after the first year of combining equipment and expenditure. Respondent disagrees with the finding. Consolidation of dispatch services has been looked at over the past few years and we have found that there will not be a significant cost savings to the city of Grover Beach. In fact, after reviewing all of the costs associated with equipment, personnel, and impacts to the police organization, we found that should we combine the dispatch services it would actually increase the costs of services to the City of Grover Beach.

The County Sheriff's Office is prepared to handle both police and fire dispatches for Cities of Arroyo Grande and Grover Beach. Respondent disagrees with the finding. As far as we know, and from what was stated in this Grand Jury report, the Sheriff's Office does not and is not prepared to handle fire dispatching services. Response to Recommendations
