r 5, 2019. Pursuant to Penal Code 933.05, I am required to respond to this Grand Jury report. During the inspection, they took an extensive tour of the facility and interviewed PGYCC staff as well as other youth and me. In their report, they made four findings and two recommendations. FINDINGS:

The AFPA should enforce established protocol and immediately ensure the first arriving dispatched responders and/or engines should be utilized, and reprimand any Chief who is reported as intentionally slowing down a responding engine. (F7, F8)
