1 Over the last four years, almost all responses by the County and the Cities were approved by unanimous votes after little or no discussion by the elected officials or the public. The City agrees that, over the last four years, its responses to Grand Jury Reports have been approved by unanimous votes. However, elected officials and the public have participated in some discussion regarding such responses. Over the last four years, the City of Tracy responded to two Grand Jury Reports. Both were approved with unanimous votes of the City Council. One report was approved on the consent calendar with no discussion. The other report was considered on the City Council's regular agenda and it was discussed by both the City Council and the public. Recommendation
