With the implementation of AB109, inmates with a higher level of custody are intermixed with lower level inmates. This has introduced an increased level of gang activity as observed by the Glenn County Jail staff. Presently, the number of inmate-on-inmate and inmate-on-staff assaults has increased significantly. For example, the total number of inmate-on- inmate assaults in 2014-2015 was seven. To date, the total numbers of inmate-on-inmate assaults are 16, a 228% increase. During the same time period, the inmate-on-staff assaults have increased from one (1) incident in 2014-2015 to five (5) incidents in 2015-2016; a 500% increase.
