CL1Considering the number and breadth of reports issued, the record of responses, while allowing room for improvement, is not altogether unreasonable. Approximately two-thirds of the agencies responded in a timely manner. If responses received by the Grand Jury prior to the deadline but not received by the Presiding Judge until after the deadline are included, the percentage of timely responses rises accordingly. A considerable number of responses from county departments were compiled by the Chief Administrative Officer (CAO) and forwarded together under one transmittal letter. This resulted in some confusion both to the respective departments and the grand jury Review Committee tracking the responses. Final Report 2000 - 2001 Ventura County Grand Jury That committee sent 13 non-response letters to County departments that had already forwarded their response, within the allotted timeframe, to the CAO's office as per that office's instructions to do so. The fact that these department's responses and the responses of 14 other County departments were required to funnel through the CAO's office to be reviewed and compiled, caused these responses to be from 7 to 78 days late depending on the respective department's required timeframe in which to respond as stated in the Penal Code, section 933(c). In short, 27 of the 29 reports received by the Grand Jury that were beyond the required due date were included in the CAO's response package under one cover letter that was date stamped as received by the Presiding Judge on Sept. 29th 2000.
