Four of the airports have similar collection boxes with Weaverville Airport having a different style. One of the two collection boxes at Trinity Center has a defective locking mechanism, which does not allow the funds to be securely stored until they are picked up. The Building and Development Services Department is also aware of other occasions where the funds have been illegally removed from the defective collection box at Trinity Center. Response: I agree.

In the past, the time interval between collections of the funds from the boxes has been sporadic and lengthy. Some of the checks were dated over a year from collection. As of March 2003, the Building and Development Services Department has scheduled monthly collection of funds at Trinity Center Airport by the Building Inspector.

R1Page 15The Building and Development Services Department should place a high priority on replacing or repairing the defective collection box in Trinity Center with a more secure way of protecting the funds. The summer months are traditionally the busiest time at Trinity Center Airport; therefore, the Grand Jury recommends that the repairs be accomplished immediately. -1-

R2Page 18The implementation has been implemented. Monthly collection of fees, is in effect and will continue. Additionally we have implemented a regular, recurrent schedule of fee collection at the other airports.
