The Arcata Fire District, with the cooperation of the City of Arcata and California State Polytechnic University, Humboldt, formed a working group and hired a consultant to develop a Standards of Cover report. The findings of this study will guide the Arcata Fire District in developing procedures and standards for ensuring and improving Arcata Fire District public safety. (R4) City Council Response: The respondent agrees partially with the finding and is part of a working group with the Arcata Fire District and the California State Polytechnic University and is participating in the development of a Standards of Cover Report. The report will assist the District and the community setting appropriate staffing and equipment expectations commensurate with the financial, technical, and practical setting in which the District operates, but will also evaluate fiscal measures to meet the goals of the study. The portion of the report that the respondent does not agree with is the statement that: "Under the Arcata Gateway Area Plan some structures will be mandated to be between five and seven stories", the respondent clarifies that the Arcata Gateway Area Plan allows some structures to be between five and seven stories but does not mandate them to be.
