Response: The Sheriff's Office disagrees partially with this recommendation. This issue has only arisen once in recent memory and some associated problems have been addressed. The Sheriff's Office trains its personnel on restraint devices used by the Sheriff's Office. Other devices that may be used by other agencies are not the responsibility of the Sheriff's Office and Sheriff's personnel are not permitted to use them within the jail.
