The Probation Department's capital improvement project request to install commercial laundry washers and dryers in the existing Juvenile Hall receiving area was approved for fiscal year FY 2022-23. Once the project is completed, the Probation Department intends to explore a commercial laundry certification program that would be available to youth.

Planning is also underway to submit a capital improvement project request for FY 2023-24 to remove the existing sand volleyball court and replace it with a concrete pad with water and electrical hookups. This is a part of an ongoing project to implement a Career and Technical Education (CTE) curriculum at the Juvenile Hall. In collaboration with the County Office of Education, phase one of this project is the implementation of a CTE exploration lab in an existing classroom. Facilitated by County of Office Education teachers, youth will have the opportunity to explore a variety of CTE pathways including but not limited to electrical skills, estimation skills used in architecture and construction, home maintenance fundamentals, plumbing skills, surveying and site planning, blueprint reading skills, and robotics. The CTE lab classroom is projected to be ready in the fall of 2022. Phase II of the CTE project, is the use of mobile CTE labs. Mobile CTE labs offer the opportunity for youth to take what they explore in the classroom to a hands-on experience within the mobile lab. As part of the CTE curriculum, the mobile labs can be set-up as culinary and kitchen lab, plumbing lab, electrical, woodworking or other technical occupations. These mobile labs would be hauled and placed within the Juvenile Hall on the proposed concrete pads on a regular schedule time. Grand Jury Recommendation #6 Explore options for additional or reconfigured space to support the SLO County Courthouse holding cells and related functions. County Sheriff's Office Response to R6: The recommendation has not yet been implemented but will be implemented in the future. The State of California is responsible for local court buildings. The State has approved funding and a plan to build a new courthouse in San Luis Obispo. The Sheriff's Office does not know the current time frame; however, we will continue to monitor and ensure that the new facility meets the Sheriff's Office future needs. Board of Supervisors Response to R6: The Board of Supervisors adopts the response of County Sheriff's Office. Grand Jury Recommendation #7 Complete the recommendations of the prior Grand Jury related to facilities expansion and add a standby or backup generator to protect the refrigeration system in case of power outage. County Sheriff's Office Response to R7: Requires further analysis. The Sheriff's Office is currently working on additional office space in the same building as the current Coroner's Office. This will allow for all personnel to move out of the current facility and free up additional space. Unfortunately, the Sheriff's Office does not have budget for this, and it will require a budget adjustment by the Board of Supervisors. The Sheriff's Office has a mobile generator hook up plan currently. In addition, we are currently looking at purchasing a dedicated mobile generator for the Coroner's Office. Board of Supervisors Response to R7: The Board of Supervisors adopts the response of County Sheriff's Office. Grand Jury Recommendation #8 Require contract security to meet its obligation to provide 24/7 security guard presence, to include during meal breaks. Board of Supervisors Response to R8: The recommendation has been implemented. The Health Agency contracts with a local security company that has been able to fully staff 2 FTEs of security 24/7 including meal breaks for the PHF and the Health Campus, as directed by the County CAO. Grand Jury Recommendation #9 Develop and implement a plan to segregate inmates from non-justice system involved persons in the care of the PHF and to provide better security for inmates while at the PHF. Board of Supervisors Response to R9: The number of inmates currently referred to the PHF have been significantly reduced due to a change in law, eliminating the requirement for inpatient restoration to competency for individuals charged with misdemeanor offenses. The jail has increased behavioral health services and has improved the use of emergency medication and court ordered Involuntary medication, so inmates in crisis are more frequently stabilized in the jail rather than requiring transfer to the PHF. Given the size and configuration of the current PHF facility, segregation of inmates from other non-justice system involved patients is not feasible. Security guards are now available 24/7 on the PHF to assist with 1:1 management of patients as needed. Grand Jury Recommendation #10 Develop and implement a plan to relieve PHF staff of the collateral duty to transport patients from area hospitals to the PHF or to out of County locations. Board of Supervisors Response to R10: The recommendation has been implemented. The County is in the process of contracting with a fourth transportation provider to have a more robust network available to assist the hospitals with their need to transfer patients to out of county facilities. CenCal Health, which is responsible for the payment of medically necessary transportation for SLO County Medi-Cal beneficiaries, has developed a new process with one of their contracted transportation companies to increase efficiency and availability. Grand Jury Recommendation #11 Develop a plan to remediate the gender equity issue deriving from the facility retrofit that reduced the size of the women's restroom facilities. County Sheriff's Office Response to R11: The recommendation has not yet been implemented but will be implemented in the future. The restroom remodel project in the county EOC was undertaken by the County Office of Emergency Services (OES). OES was responsible for the design. All alternatives have been explored by the County and the current solution is the only viable option. The Sheriff's Office is currently moving forward with building a new dispatch center in Templeton. A builder has been selected and we are anticipating completion in 2024. Board of Supervisors Response to R11: The Board of Supervisors adopts the response of County Sheriff's Office. Grand Jury Recommendation #12 Develop a plan to incorporate locker room facilities into the main building occupied by the Dispatch Center so available parking areas are restored and so staff is not exposed to inclement weather between the locker room and the workplace. County Sheriff's Office Response to R12: Will not be implemented at this time. Refer to recommendation R11. Board of Supervisors Response to R12: The Board of Supervisors adopts the response of County Sheriff's Office. Grand Jury Recommendation #13 Develop a plan to expand the capacity of the Property Room, possibly by annexing the contiguous Marine Division spaces. County Sheriff's Office Response to R13: The recommendation has not yet been implemented but will be implemented in the future. The property room was located in the current building because we had the ability to expand. To expand, the Sheriff's Office must relocate the vehicles in that building. The Sheriff's Office has been working on a plan to relocate vehicles in the building to provide the property room expansion soon. Board of Supervisors Response to R13: The Board of Supervisors adopts the response of County Sheriff's Office. OTHER AGENCY INVOLVEMENT/IMPACT The County Sheriff, County Chief Probation Officer, and the Administrative Office drafted the recommended responses to the Grand Jury report. FINANCIAL CONSIDERATIONS Costs for preparing this response are included in current department budgets. RESULTS Adoption of the responses will make it possible for the County to meet the legal requirements and time frames for responding to a Grand Jury report with findings and recommendations under California Penal Code Section 933. The responses from the Sheriff's Office, Chief Probation Officer, and the Board to the FY 2021-22 Grand Jury report titled " Inspection Report for San Luis Obispo County Law Enforcement and Detention Facilities " will be adopted and transmitted to the Presiding Judge and the Grand Jury as required. This action is consistent with the County's goal to promote a well-governed community. ATTACHMENTS Attachment 2 2021-2022 Grand Jury Inspection of Facilities Recommendations Jail Recommendation R1- Will not be implemented at this time, due to lack jurisdiction "Work collaboratively with the PHF and the County Administrative Officer to ensure staff and patient safety and security when inmates are released into the care of the PHF and explore the possibility of having the Jail designated as a PHF (with appropriate staff) so that inmates with a high potential for violence who are experiencing mental health issues can be treated at the Jail." The jail has no custody, care, or control in another facility. Jail leadership has provided intermittent assistance as requested by PHF staff. Jail leadership has helped PHF leadership navigate security options and has proposed various options historically. The Jail continues to work toward meeting increasing MH needs within the jail population. We have increased treatment services in the jail to 24/7 Mental Health staff. Two new contracts have been initiated with Department of State Hospitals in 2022 to address felony Incompetent to Stand Trial inmates more quickly and allow inmates to resume their court proceedings efficiently. Legislation went into effect January 1, 2022 eliminating misdemeanor Incompetent to Stand Trial referrals, so the PHF no longer receives those individuals. The Jail is not intended to be a psychiatric facility in the eyes of the County under the adopted Stepping Up Initiative. The goal of the initiative is to reduce the number of persons booked into the jail due to behavioral health issues and reduce the length of time they remain in jail compared to other individuals with similar crimes.
