Impact, connection, and capacity fees vary considerably throughout the County and such fees can be a disincentive to homeowners considering ADU development. Response: Agree The Sewerage Agency of Southern Marin ("SASM") is a local public agency formed in 1979 pursuant to the Joint Exercise of Powers Act to provide wastewater treatment and effluent disposal for SASM's six member agencies: City of Mill Valley, Tamalpais Community Services District, Almonte Sanitary District, Alto Sanitary District, Homestead Valley Sanitary District, and Richardson Bay Sanitary District. Each of these member agencies owns, operates, and maintains a sanitary sewer system. These sewer systems connect to sewer lines owned and operated by SASM, which carry wastewater originating from the member agency sewer systems to a wastewater treatment owned and operated by SASM. SASM is funded through assessments allocated to its six member agencies. SASM does not collect revenues from, or impose any fees or other costs on, the individual property owners served by its six member agencies. As a result, SASM does not impose any fees or other costs on local homeowners related to ADU development, nor is SASM otherwise involved in ADU development within Marin County. SASM has a general understanding that fees imposed by other jurisdictions within Marin County related to ADU development can vary considerably, and that such fees can disincentivize ADU development. However, SASM's general understanding is limited by the scope of its activities as discussed herein, and based solely on statements and information released by other local public agencies and officials from time to time of which SASM has been made aware.
