The Yuba County Grand Jury finds that: The funds allocated towards lake care are inconsistent, and inadequate for providing basic upkeep of the lake, and the surrounding park facilities.

The Yuba County Grand Jury finds that: Water enters Ellis Lake by pumping or by rainfall, and leaves the lake by evaporation or by spilling over a weir. Pollutants accumulate, because of limited flushing of the lake.
