No single entity has decision or enforcement powers with Santa Barbara County to lead regional planning. The City of Buellton agrees with this finding. However, each water purveyor has different sources of water and different needs and one entity to manage this is not reasonable or feasible. The City of Buellton has entered into a Memorandum of Understanding (MOU) with the Santa Ynez River Water Conservation District to implement the State mandated Sustainable Groundwater Management Act. This is the appropriate level of regional oversight and ensures that we properly manage our own groundwater basin. Sincerely Un P. Benlin. Marc P. Bierdzinski City Manager 107 W. Highway 246 • P.O.
