There will not be enough electric vehicle charging stations in Solano County to support the State's goals for electric vehicle charging stations in their jurisdictions at a rate sufficient to meet Executive Order N-79-20. Response: Agree. Continued efforts will be needed both publicly and privately to expand electric vehicle charging infrastructure at a rate sufficient to meet the Governor's executive order. The City of Vallejo currently requires at least three percent of parking facilities containing twenty or more spaces serving new multi- unit residential, mixed-use, commercial, and hotels and motels, to be electric vehicle charging stations. The City is further in the process of finalizing agreements with Electric Vehicle Charging Solutions, Inc. and Pacific Gas & Electric Company to install electric vehicle charging stations in public parking lots and other public areas across the City.

Solano Transportation Authority (STA) Board members commit to programs to increase the number of electric vehicle charging stations in their jurisdictions at a rate sufficient to meet Executive Order N-79-20. Response: Agree. The City of Vallejo encourages any opportunities for developing additional public charging on publicly accessible private properties (i.e., large retailers, grocery stores, pharmacies, restaurants, etc.) and is committed to programs to increase the number of electric vehicle charging stations with the City. In the 2018 EVTP, the STA Board approved a plan to install trailblazing signs to

STA Board work with jurisdictions and agencies to install signage denoting the location of existing charging stations and to include appropriate signage as a component of future installations. Response: The City of Vallejo is committed to working with STA on a signage program and participating in the placement of such signs at future installations. Generally, all publicly available charging stations are indicated on a website or application where smart phone users can search for nearby locations. Recent model electric vehicles already have this capability built into their systems. Vallejo has experienced those grants associated with installing electric vehicle charging stations require the grantee to register the new charging stations onto these websites. AB 1236 and AB 970 require all California cities and counties to develop an

expedited, streamlined permitting process for electric vehicle charging stations. Not all jurisdictions have complied. Response: Agree.

All Solano County jurisdictions comply with streamlined permitting requirements, including adoption of an ordinance and checklist as required by AB 1236 and AB 970. Response: The City of Vallejo is in the process of developing an ordinance for compliance with AB 1236 and AB 970. The document is in draft form, and staff anticipates Council adoption in the Fall or early winter of 2022. After adoption, staff will create the necessary checklist. Presently there is no discretionary process for EV Charging Stations and their applications are processed as a request for a building permit, which is very streamlined.
