INSPECTION OF JAIL FACILITIES INTRODUCTION The Los Angeles County Grand Jury is tasked every year with the inspection of jail facilities within the County of Los Angeles. This duty is mandated in Section 919(a) and (b) of the California Penal Code. In addition, the Grand Jury is mandated to inspect all County and Municipal Police Departments, holding facilities within Superior Courts, as well as facilities operated by the Los Angeles County Probation Department including Juvenile Camps. These inspections include, but were not limited to, the housing conditions, medical needs, food, staff training and number of personnel, safety and fire procedures, administrative procedures, facility guidelines and inmate living needs. The standards that are required in correctional settings in California, and which are applicable to Los Angeles County, are set forth in Title 15 and 24 by the California Administrative Code and prepared by the California Board of Corrections.

  Review staffing for Tower Two with the goal of increasing the present number of deputies, custody assistants, and support staff to acceptable levels; NORTH COUNTY CORRECTIONAL FACILITY INTRODUCTION During the past year the Grand Jury became aware of a continuing problem at North County Correctional Facility (NCCF) involving racial violence, primarily between Black and Hispanic inmates. This violence has led to many injuries among inmates and exposed the County of Los Angeles to possible liability. As part of our inquiry a formal audit of NCCF was undertaken by the Grand Jury. The results of the formal audit will be detailed in a separate section of this report. The purpose of this section is to review the results of a limited scope survey of inmates and staff at NCCF regarding the racial violence and the efforts of the Los Angeles County Sheriff’s Department to alleviate the problem.
