Supervisor Cann noted that PG&E has certain criteria for the grant projects. Regarding CA6, Supervisor Long noted that the Farm Bureau is listed twice, and Supervisor Cann extended thanks to the volunteers. Supervisor Smallcombe discussed the evolution of CA8. Melinda Barrett/Resource Conservation District extended thanks to the staff members who have been working with her on the grant. Regarding CA12, Supervisor Smallcombe noted that the enrollment deadline for Covered California has been extended to January 15th. Supervisors Long and Cann extended thanks to the volunteers in CA16, CA19, and CA20. Regarding CA21 through CA27, Supervisor Long advised that he is willing to work with Public Works to obtain permissions from property owners. In response to an inquiry from Supervisor Menetrey, Mike Healy/Public Works Director noted that there are a variety of criteria for bridges under the Federal Bridge Program and advised that he would look into the bridge in Ponderosa Basin. Doug Binnewies/Sheriff - Coroner - Public Administrator extended thanks to the Chair for comments made before the Pledge regarding officers who recently lost their lives in other jurisdictions; reported on 2018 statistics for his department; noted that his department and Public Works continue to support our Yosemite National Park partners and residents; discussed the incoming rain storm and noted that they are concerned about Highway 140 and the Ferguson Fire burn scar and that they are discussing a preemptive closure; and discussed the governor's budget. Public Comment on Non-Agenda Items Marvin Wells advised that the Clerk of the Board had been a Girl Scout, and conveyed a message to the Board from his granddaughter about Girl Scout cookie sales beginning next week. He also noted that his son-in-law is a police lieutenant in Davis and recounted his involvement in the recent fatal shooting of a Davis officer; advised of other family members in law enforcement around the country; asked the Board members to put themselves in those shoes; and discussed the constraints imposed on law enforcement by sanctuary state status. Probation (ID # 8757) Presentation from Local Innovation Grant Recipients Pete Judy/Chief Probation Department discussed the grant opportunity provided by the Community Corrections Partnership and introduced representatives from the three grant recipients. Cara Goger/Mariposa County Arts Council extended thanks to the Probation Department and discussed the success of the poetry program in the local jail. Deborah Barcellos/Mariposa Heritage House discussed the addiction recovery training that is being funded by the grant. Chevon Kothari/Health and Human Services Agency Director advised that tomorrow they will be conducting their annual Housing and Urban Development (HUD) point in time count of the homeless community, and discussed HUD's definition of homelessness. Ms. Kothari also noted that it is influenza season and advised that Woodland Elementary School had an outbreak; noted that Public Health is working on it; and advised people to stay home for 24 hours past the time their fever breaks, to wash their hands, and to cough into their sleeves. Doug Binnewies/Sheriff - Coroner - Public Administrator discussed a recent stolen tractor and advised of the ensuing investigation and the interactions with the suspects that ensued, and culminated in the use of a K9 to take down a suspect. The Sheriff noted that they recovered firearms, illegal assault rifles, drugs, and methamphetamines; and he extended kudos to the professional men and women making our community safe. Dallin Kimble/County Administrative Officer advised that this will probably be the wrap up year for the tree mortality project; noted that they are looking at between 6000 and 7000 additional trees that will be mitigated; noted that the County will be responsible for very little of the cost; extended kudos to Blue Ridge Tree Services who were able to spread the dollars; and advised that this is the last call for people to return their right of entry forms. Mr. Kimble also discussed the Parks Bond that was passed last June, and advised that the County is working on a number of grant opportunities including the Creek Parkway project, and noted that some of the processes will require a public engagement component as well as a CEQA process. Mr. Kimble also noted that conversations have been occurring with County Fire and the Mariposa Public Utility District (MPUD) regarding what the future may look like given the difficulties in maintaining volunteers and challenges with older equipment. Chevon Kothari/Health and Human Services Agency Director advised that pets can come to the warming shelters; noted that they do have the LIHEAP program to assist with propane costs; and advised of an upcoming Resource Family training over the next two Saturdays. Ms. Kothari also reported on meeting with County Health Executives in Sacramento to begin working collaboratively on some issues. Kim Williams/Human Resources Director advised of a recent training her department hosted and noted that that it will be placed on the intranet. Supervisor Cann noted that the training was time well spent. Matt Chance/California Highway Patrol advised that the Sheriff was accurate and that the vehicle in question had been down there for about twenty years. Board of Supervisors (ID # 8994) Receive a Presentation from Scott Fiester, Executive Director of the Mariposa Chamber of Commerce, Regarding a Proposed Mariposa Gateway Complex Project Scott Fiester/Chamber of Commerce Executive Director gave a PowerPoint presentation. Public comment opened. Support for the Chamber's idea was voiced by Karen Cutter and an unidentified man. Mikey Goralnik noted that much of what is being proposed has been considered in the Mariposa Transportation Center project. Public comment closed. Discussion ensued regarding County Fire’s interest in the school and the pending contract with the Mariposa County Unified School District (MCUSD). In response to questions from Supervisor Jones, Dallin Kimble noted that the contract is almost done. Chief Bernie Quinn noted that terms have been agreed upon by the parties and it is with County Counsel for review. Supervisors Jones, Long, and Menetrey noted their support for the contract between County Fire and MCUSD. Supervisor Smallcombe noted that she needs more information. Mr. Fiester requested holding the County Fire agreement for one month to allow the Chamber time to have further discussions on the issue. Supervisor Jones noted that a two-week delay would be acceptable; and advised Mr. Fiester that he should contact the CAO if he wants to come back before the Board on the matter. Planning (ID # 8865) Discussion and Direction to Staff Regarding Pre-Approved Building Plans in Mariposa County Sarah Williams introduced Mikey Goralnik who gave the staff report. During public comment, Jim Evans noted that some of the local contractors advertise that they have off the shelf plans but he was unsure if they had any tiny homes. Board discussion ensued regarding building options and costs. Supervisor Menetrey discussed a parcel for sale in town and urged consideration of that for this initiative. Supervisors Menetrey, Long, and Jones concurred that it would be helpful to make it less complicated. Public comment was reopened for Jim Evans who noted that the idea of the County buying the property solves the problem of vacation rentals because the restrictions could be placed on the properties. DIRECTION: Staff is directed to pursue the idea, modified to be less complicated and at a significantly lower cost. Administration (ID # 8899) Business and Operations Optimization Strategic Team (BOOST) Introductory Presentation Dallin Kimble introduced Leigh Westerlund who gave a PowerPoint presentation with Luis Mercado/Auditor and Rhonda Scherf/Legal Executive Assistant in attendance to provide assistance. Mr. Mercado advised that they are trying to streamline the budget action form and invoices; noted that they have developed a contract tracking system which will go on the intranet; and advised that they are also working on a preferred vendor list. Ms. Scherf elaborated on the preferred vendor list, noting that they will work with the departments to develop a list of vendors which departments can use to send out bid proposals with a faster turnaround time on payments by the Auditor. Mr. Mercado noted that the idea is not to cut corners or do shortcuts, it is to follow Government Code procedures to maximize efficiencies. Ms. Scherf discussed things that will need to be done to make this happen. Mr. Kimble noted that because the teams work because the department heads collaborate well. No public comment.
