The Humboldt County Civil Grand Jury finds that: F1: The Humboldt County Department of Health and Human Services’ Child Welfare Services Branch is understaffed, with only 64% of positions filled as of January 2023. This causes delays in providing services to children and families.

This streamlining process to be in effect no later than April 1, 2024.
