Starting at the beginning ofthe new school year, CCHS will begin the impiementationofa cell phone policy which requires students to place cell phones ina cellphone holderat the entranceof each classroom.

1: DCR delays in the application processing causes SEP applicants to lose money. DCR disagrees withthis finding. Under Los Angeles Municipal Code 104.03(i). DCR must comply with clear and specific processing timelines at each stage of the application process. For example, for Pre-Application processing, DCR is required to notifyApplicants within30 davs if their proposed business premises complies withSensitive Use requirements, is inan appropriate Community Plan Area, and is not the location of any prior cannabis and criminal Department ofCannabis Regulation Response toCivil GrandJury-August29,2024 violations.' After a Pre-Application isapproved, the onus is on the applicanttosubmita Temporary Approval and/or Annual Licensing Application, after which DCR must process an AnnualLicense Application within 30 days and a TemporaryApprovalApplication within 60 days."' Thisfinding does notexplain howthese mandatoryand reasonably short timelines,which DCR cannot legally ignore, create costlydelays for applicants. DCRrecommends that any future investigations bythe Civil Grand Jury be guided bylegal counsel who can advise the Civil Grand Jury on the relevant laws and regulations. We respectfully believe this will help the Civil Grand Jury more accurately form its assessment.

RESPONSE Whilethe LosAngeles Board ofPolice Commissioners (Commission) - Office ofthe Inspector General(OIG)partiallydisagrees withthefinding, specificto LosAngeles Police Department (LAPDor Department), this is an issuethatshould be more appropriately addressed by LAPD directly,giventhat the Department maintains all data related to crime statistics and deployment throughoutthe City.
