In addition the decision to expand the Mosquito Vector District to the entire County would need to be made by those living outside the area. Past and present Board members in the Orland Area have attempted to organize, to provide for Vector Abatement. There has been little or no success.

Emphasis needs to be placed on the community day schools and the community high schools to enhance their programs and the safety of the faculty and the students. We recommend the use of Regional Occupation Program students, Butte and Chico State, parents, Community Resource Agency and Public Health, etc.
