R1:
Each City Council member should be assigned the responsibility of monthly reviewing the activity and budget compliance for one or more of the city departments. The monthly financial statement should be published prior to the following month's City Council meeting.
R2:
The OES evaluate the viability of a Hazardous Material Response Team within San Benito County and report their findings to the appropriate agencies.
R3:
A section should be added to the City Council minutes for listing public comments and indicate whether more detail is required. Make public aware that an auditory tape of the full open meeting is available. The City Council should work with the City Manager to develop a list of clear expectations for each city department.
