The report was forwarded to me under Grand Jury letter of June 17, 2005 from Dawn S. Hall, Foreperson, Ventura County 2004-2005 Grand Jury. Findings: I concur with all findings detailed in the report with the following exceptions:
- Identification is not required to register to vote. However, if the voter registers by mail and does not provide their California Driver License number or last four digits of their Social Security Number for validation with the County/State, the voter will be asked to provide identification at the time they first vote in the County/State. If no identification is provided the voter may vote a provisional ballot.

Voter information at the polling place will be provided in bilingual format. The D.O.J. has agreed to allow Ventura County to print a separate English and Spanish official ballot while the County continues to use the Datavote ballot system through 2005.
