City Code Enforcement Departments generally seek voluntary code compliance. RECOMMENDATION #1 Cities continue instituting fines as a last resort to achieve compliance. RESPONSE #1 The City of Suisun City will continue to address residential Code Enforcement violations that do not create an immediate health or safety issue by seeking voluntary compliance prior to receiving a fine. This is accomplished by providing the resident with a "Courtesy Notice" which identifies the violation(s) and provides a date in which the violation must be corrected. The use of "Courtesy Notices" is confined to residential issues and are not used to address parking violations. FINDING #2 The majority of municipal code enforcement is reactive rather than proactive and relies on citizens to report suspected code violations. RESPONSE #4 The City of Suisun City will continue to develop creative ways through the use of social media, the Suisun City Police Department Mobile App, and the use of the Police Department lobby monitor to inform citizens of available resources to address Municipal Code violations.
