Butte County Department of Public Works overestimates the administrative expenses for County Service Areas that provide street lighting maintenance, which influences assessment adjustments. Response: The respondent disagrees wholly with the finding. The Butte County Department of Public Works closely works with Administration to develop budget projections for the anticipated administrative overhead in the upcoming fiscal year. Conservative budgeting principles are utilized to minimize risk to the various County Service Areas. Despite these conservative principles, administrative expenses typically represent a minimal portion of overall expenses and have little to no influence over proposed assessment adjustments. Response: The recommendation will not be implemented because it is not warranted. The Butte County Department of Public Works has already adopted procedures for estimating expenses for County Service Areas as part of the annual budget process.
