The sound environmental practices of the five agencies studied by the Grand Jury should be emulated by other Orange County government entities. Response: The recommendation has been implemented. The County is committed to protecting natural resources and employing environmentally conscious practices. On September 9, 2008, the Board of Supervisors adopted an Environmentally Preferable Purchasing Policy to be included in the County Contract Policy Manual. The purchasing policy sets guidelines for County agencies and departments to ascertain goods and services that are eco-friendly compared to other competing products. The County continues to explore cost-effective ways of protecting the County's natural resources and environment. The County held an inaugural "Green Fair" on May 20, 2010, to raise public awareness of environmental concerns and provide information on how all County residents can reduce their impact on the environment by selecting sustainable eco-friendly products and services. The fair featured green products and services from approximately 50 vendors.

OC Waste & Recycling is one of the most cost-conscious agencies in the county and one of the most respected in the nation. Agrees with the finding. Response: OC Waste & Recycling supports the Board of Supervisors' commitment to fiscal, operational, and environmental responsibility. OC Waste & Recycling continues to seek creative ways to cut costs through sustainable practices that improve the County's waste management system. The Department will continue to exercise its environmental stewardship through the continuation of current practices and the development and implementation of appropriate new practices that benefit the residents, businesses, and taxpayers of Orange County.
