The Vallejo Police Department (VPD) does not currently collect comprehensive data on the efficacy of the Pilot Program, aside from 30-day logs generated through the RIMS computer-aided dispatch (CAD) system.

VPD should establish defined performance measures to assess the effectiveness of the Pilot Program. Response: Vallejo PD (VPD) currently tracks and analyzes sideshow data in several ways: · Auditory detection software, RAVEN, captures the sound of sideshow activity, however this only occurs where there is RAVEN coverage. This is a good tool, but as mentioned by the Grand Jury does have limitations due to the limited coverage areas. · VPD continues to track and analyze CAD data on reported sideshows to include date, time, duration, nature of police response, etc. This tracking method continues to have value as there can be a comparison related to improvements to common sideshow locations as well as defining new sideshow “hotspots.” · VPD has leveraged its joint relationship with the California Highway Patrol (CHP) in conducting monthly sideshow deterrent patrol deployments. This initiative has had a significant effect on reducing sideshow activity in City of Vallejo. Internal data resulting from this initiative is captured and analyzed monthly. VPD tracks the amount of enforcement as well as the number of sideshows that occurred and/or were deterred during the joint deployment.

Vallejo Public Works currently uses a “pay-as-you-go” system to repair roads, which limits the City’s ability to execute large-scale maintenance projects without upfront funding.

The City of Vallejo should continue to pursue a municipal bond to adequately fund large-scale roadway maintenance projects. Response: The City of Vallejo Public Works Department is advancing major paving projects funded primarily through Measure P, with approximately $11.5 million appropriated in Fiscal Years 2023-24 and 2024-25. For Fiscal Year 2025-26, the City Council has approved $1 million in Measure P funding to initiate the design phase of the 2026 road paving restoration project. In addition, City staff will be seeking support from the Measure P Oversight Committee for an additional $10–$11 million to complete the 2026 road repairs. Following the Committee’s review, the funding request will be presented to the City Council for consideration and appropriation. The City is working with municipal advisor Melissa Shick from KNN Public Finance to evaluate the most effective strategy for pursuing a bond measure to support long-term infrastructure needs.
