(See Finding 6.3.) 7.4 Governance structure: The Board should consider changes to its governance structure, including a reduction in the size of the Board from its current 35 to a number more in line with other special districts or a merger of the OCVCD with a county agency such as the Department of Health or the Resource Development and Management Department.
