3.) .3 Low employee morale: The Board should consider investigating causes of low morale and take any necessary actions to improve morale. (See Finding 6.3.) 7.4 Governance structure: The Board should consider changes to its governance structure, including a reduction in the size of the Board from its current 35 to a number more in line with other special districts or a merger of the OCVCD with a county agency such as the Department of Health or the Resource Development and Management Department. (See Findings 6.1 through 6.4.) Responses to Recommendations 7.1 through 7.4 are required from the Orange County Vector Control District Board of Trustees. 8.
