CM1The 2014/2015 San County Grand Jury commends the San Diego County Probation Department for: Embracing alternative methods for use of OC spray in dealing with juvenile detainees. This has resulted in substantial declines in OC incidents in the last three years. Staff at all juvenile detention facilities, civilian and sworn, are commended for embracing a culture of positive reinforcement, dialogue and character development. This creates an environment conducive to behavior modification and self-confidence for detainees. REQUIREMENTS AND INSTRUCTIONS The California Penal Code §933(c) requires any public agency which the Grand Jury has reviewed, and about which it has issued a final report, to comment to the Presiding Judge of the Superior Court on the findings and recommendations pertaining to matters under the control of the agency.
