As indicated in the Grand Jury's report, the JPA provides that the laws of the State of California applicable to the general law city of Moreno Valley shall govern the Agency in manner of exercising its powers. The MOU of 1999/2000 does not have current signatures; however the terms and conditions of the MOU have not been changed from the inception of the agreement. RCRMC and RCDMH (Riverside County Department of Mental Health) disagree with the finding that the old MOU "are contrary to existing practices and operating agreements". Additionally, an annual cost report is provided to RCDMH, which provides details. To optimize the efficient and effective use of resources, RCRMC's business model dictates the budget be centrally located and controlled by executive management with resources distributed as requested and needed by various departments within RCRMC.
