The successor agency agrees with subsection 1 and 2 of recommendation 1 and will implement them of this reports release. Subsections 3, 4 and 5 will not be implemented due to the extraordinary amount of staff time involved in locating much of this information. The Grand Jury needs to remember that many agencies including Buellton are working with greatly reduced staffs and this type of burden adds to demands on limited staff, additionally, many agencies computer servers will be unable to handle the information requested.
