The lack of proper lighting to monitor inmate activities during pupil dilation drug testing is problematic. The existing lighting interferes with the ability to conduct a proper and safe pupil dilation test related to drug and alcohol screening. When the light is turned off to properly conduct the test, the lack of any lighting creates a safety and security threat to detainees and police officers. Conclusion The RCPS and holding cells appeared to be well-managed and maintained by staff. The Grand Jury commends the RCPS for its operation and upkeep of its facility. However, the lighting issue in the holding facility is a problem for officer safety. The Grand Jury also commends the RCPS for working with other community partners and making their facility available for training and regional emergency services.
