Exhibit C-1 of the agreement provides for the City's payment to HTGG of a minimum amount provided for in the Business Plan, plus a percentage of Base Revenue achieved in excess of the Minimum Base Revenue for each period, using a declining sliding scale of 50% to 25%. In fact, this is not done during each period but annually, and the payment is made from HTGG to the City instead of from the City to HTGG. Disagree. The Operator receives two forms of payment. The first is the monthly budgeted amount as outlined in Sections 9a and 9b of the agreement.
