It is unclear how the burden of cost for upgraded crossings will be shared by the OCTA and impacted cities. At the time the Grand Jury performed the investigatory work for the report, this finding Response. was correct. However since that time there has been further development of the program by OCTA and preliminary cost sharing proportions have been released. Although not yet approved by the Board of Directors of OCTA, the program is moving forward with staff-recommended funding splits of 88% OCTA and 12% local agency.
