2 Willingness of Cities to Annex ARLENE SCHAFER AB 2115 did not provided for property tax in lieu of Vehicle License Fees Director (VLF) to replace lost VLF for annexing areas. This seriously impacts the Costa Mesa Sanitary District fiscal viability of annexations especially in areas that are substantially developed. Both the California Association of Local Agencies Formation TOM WILSON Supervisor Commissions (CALAFCO) and the California League of Cities are Fifth District working to address this issue.
