I disagree wholly or partially with the finding numbered F1: I disagree with this statement in as much as the officers of the Rio Dell Police Department are aware of the current booking procedure at the Humboldt County Correctional Facility.

The Humboldt County Civil Grand Jury recommends that the Humboldt County Sheriff's Department create and initiate a formal process of communication with law enforcement agencies in Humboldt County regarding any and all changes to the booking process of the Humboldt County Correctional Facility. Recommendation numbered R1 will not be implemented because they are not warranted or are not reasonable: It is not within the scope of the Rio Dell Police Department to implement policy or procedures for the Humboldt County Sheriff's Office. That being said I feel there are adequate systems in place for information to be shared amongst Humboldt County law enforcement agencies including; Law Enforcement Chief's Association of Humboldt, The District Attorney's liaison meetings, and the Humboldt County Training Managers meetings to name just a few.

Law enforcement officers in Humboldt County are not sufficiently knowledgeable about their role in determining the release or hold of potential arrested felons, based on the current use of ORAT, during the booking process of the HCCF. I agree with the findings numbered F2: While the information has been made available to me; based on a recent poll of department personnel, I have not adequately informed them regarding ORAT. They are however aware of the request for non-release form and what it's function is.

The Humboldt County Civil Grand Jury recommends that the Humboldt County Sheriff's Department, in collaboration with local law enforcement agencies, develop a new holding form that arresting officers can use to ensure that felons who should not be released will not be released. Recommendation numbered R2 will not be implemented because they are not warranted or are not reasonable: Based on the information gathered amongst the officers within my agency it appears that the current process is adequate. That being said if a new form were to be created that addressed specific information not contained in the current form, the Rio Dell Police Department would be willing to collaborate at whatever level would be requested.

The current "Misdemeanor Incarceration Form" re-titled "Request for Non Release" form is, and was, an ineffective way to address the issues associated with the release of felons based on an ORAT score. I disagree wholly or partially with the finding numbered F3: I disagree in part that the form is ineffective as officers with the Rio Dell Police Department are aware of the function of the form and are aware of other tools available such as bail enhancements, and requesting supervising agencies such as probation or parole to place "holds" on specific arrestees if they present a continued danger to the community.
