The Orange County waste disposal system is efficient, well balanced, geographically distributed, and works to mitigate disturbance to nearby neighborhoods. Response: The City of Brea agrees with the finding. Although measures to mitigate disturbances have been implemented, the City of Brea recognizes the effects the landfill has on our City. We understand its county-wide benefits, but also consider the impacts it has on our residents.

By December 30, 2018, the County of Orange and the City of Brea should initiate formal negotiations to ensure identification and resolution of potential issues with the Olinda Alpha Landfill Memorandum of Understanding. Response: The recommendation has been somewhat implemented. The City of Brea has already initiated contact with the Olinda Alpha Landfill County officials to begin discussing formal negotiations. Further discussions will continue to address and resolve potential issues with the Olinda Alpha Landfill Memorandum of Understanding. The City of Brea values the Grand Jury's report, Orange County Landfills: Talking Trash and appreciates the opportunity to respond.
