  The Humboldt County Grand Jury recommends that the Humboldt County B oard of Superoisors approve Measure Z f u n d i n g on an annual basis necessary to hire and retain six n e w p r o b a t i o n efficers. This recommendation has been implemented. As p romised to v oters b y the ballot measure that placed the question of a countywide local sales tax t o vote, the BOS established the nine-member C itizens Advisory Committee to accept and r eview Measure Z applications and make funding r ecommendations to t he BOS. The Citizen's Advisory Committee r ecommended a nd t he BOS has approved funding allocation o f $602,724 for the Probation Department in Fiscal Year ( FY) 2015-16. As indicated in the Probation Department's application, t his funding w ill be used to restore six f ull-time deputy probation officer positions including o verhead. It is anticipated t hat this fundin g will be a llocated on an annual b asis until the sunset of the Measure Z funding.

  The Humboldt County Grand Jury recommends that the Humboldt County Board of Superoisors direct the Humboldt County Departm ent of H uman Resources to review its hiring and recruitment procedures with the of?jective of increasing retention ofprobation and substance abuse counseling steff. This recommendation will not be implemented because it is not reasonable. The B OS has adopted the Humboldt C ounty Merit System R ules. This system i s designed to provide a f air a nd just s ystem of personnel management that guarantees each candidate f or employee be r anked in a neutral setting that e nsures like treatment and equal opportunity. Recruiting w ith the intention of h aving greater longevity would add a subjective variable and thus be a violation of the Merit System R u l e s .

  The Humboldt Counry GrandJury recommends that the Humboldt Counry Board ofSuperoisors expedite the remodeling prqject for the Communiry Corrections Resource Center. This recommendation will not be implemented. The Community Corrections Resource Center (CCRC) is l ocated in a leased property, limiting the ability of the county to expedite the remod eling p roject. Modifications to the premises have been, and continue to be, completed to allow for the most efficient utilization of the space. The modifications needed for this location to be ideal are not economically efficient for the l ocation. T he Humboldt County Probation Department continues to explore alternate options so that a space can be identified that would properly accommodate the expanding needs of the CCRC. Recomme nd ation R4 : The Humboldt Counry Grand Jury recommends that a,ry future grant applicationsfor the expansion of the Humboldt Counry Correctional Faciliry include adequate spacefor the Communiry Corrections Resource Center. This recommendation will be implemented. The H umboldt C ounty P robation Department will identify future grant needs and ascertain the most effective use of available grant funding. The Humbo l dt County Probation Department, in conjunction with the Sheriff's Office, is currently working on a grant application for a CCRC expansi on grant that will provide funding for a space that is adequate for the CCRC. Recommen d ation R6 : The Humboldt Counry Grand Jury recommends that the Humboldt Counry Board of Superoisors appoint the individual heads of Mental Health, Social Seroices, Alcohol and Other Drug Programs, and Employment Training Program to the Communiry Corrections Partnership committee as a whole. This recommendation will not be implemented. The Community Corrections Partnership (CCP) has required member agencies pursuant to Penal Code Section 1230(B)(2) t h at includes the D e partment of Health and Human Services (DHHS) (Mental Health, Alcohol an d Other Drugs, Social Services and E m pl oyment Training) . The Public Safety Realignment A ct expanded the role an d purpose of the CCP to an Executive Committee that is required to prepare an Assembly Bill 109 Implementation P l an t o enabl e each county to meet the g oals of the Public Safely Realignment Legisl ation. This committee is mandated though Assembl y Bill 117 to include the Director of DHHS as a v oting m ember on the Community Corrections Partnership E xecutive Committee. It is the practice of D H HS to have the head of branches to be affected by actionable or informational agenda items present at meetings that pertain to their branch.
