The Animal Control Department is ultimately under the Sheriff’s command. The personnel leading the department is the Under Sheriff. The Animal Control Department provides animal control service to all Glenn County residents. Its jurisdiction covers approximately 1,327 square miles. Glenn County does not have its own animal impound facility due to the budget, so Animal Control Officers transport impounded animals to Tehama County Animal Care Center in Red Bluff where owners can pick them up or adopted animals can be claimed. Currently the budget allows for two Animal Control Officers to cover all of Glenn County. The Animal Control Officers are also responsible for transporting impounded animals to Tehama County Animal Care Center in Red Bluff. Glenn County doesn’t have an animal shelter, and there is not another facility in the surrounding area that can accommodate impounded animals from Glenn County. Methodology: The Grand Jury held interviews with five people employed with the Glenn County Animal Control Department, from leadership to those with boots on the ground. Documents viewed: ● Animal Control Contract with Tehama County for Animal Shelter Services (Impounding Animals ● 2022 and 2023 Case Statistics Report and by Area ● Local Rabies Control Activities Annual Report for 2023 ● Departmental costs of operations Discussion: Currently, there are two Animal Control Officers in Glenn County and their goal is to return all animals to their owner. Animals picked up by Animal Control Officers are taken to Mid Valley Veterinary or Walker Street Veterinary in Orland for short term stays, or to Tehama County Animal Care Center in Red Bluff for impounding. The Veterinarians in Orland will take injured animals, caring for them until they are picked up by their owners or are impounded to Red Bluff. Based on our interviews with the department, some of the incoming calls to Animal Control are not responded to in a timely manner since there are only two officers, and usually only one officer on duty at a time. Calls for service coming in from Elk Creek or Hamilton City areas take the officers away from the Willows and Orland areas and vice versa. Depending on the call and time of day, Sheriff’s Deputies and or CHP may assist with a call for Animal Control. Animal Control Officers are scheduled for either Sunday through Wednesday or Wednesday through Saturday, and are on the road continually, usually eating their lunch while traveling. Wednesday is the only day of the week with two officers on duty. Adding another Animal Control Officer to the schedule would allow the Animal Control Officers to respond to calls faster, finding lost animals and returning them to their owners in a more immediate time frame. In addition, loose vicious animals would be handled faster. This is typical in the department. They are trained in handling aggressive animals and are aware of symptoms of diseased animals via the animal’s actions and behavior. If a diseased or vicious animal is attacking, the officers are permitted to employ any use of force necessary to protect themselves. Also, according to procedures, if a captured dog is deemed vicious, it can be euthanized if the animal is proven to be a hazard to public safety. All adoptable and impounded dogs and cats are taken to Tehama County Animal Care Center at 830 Walnut Street in Red Bluff, California and all must be in good health, otherwise they must go to a veterinarian. The Grand Jury reviewed the contract with Tehama County dated January 1, 2023, through June 30, 2027, which limits acceptance of animals in case the facility is full, or in case of emergency. The contract allows Animal Control Officers access to the facility 24 hours per day, seven days per week, by using the provided security code. The impounding fees schedule for the Tehama Animal Center is set by Glenn County. The Glenn County website lists dog impound fees, but not any cat impound fees, yet it does lists shelter fees for cats. The Glenn County website shows a cost of $40.00 for an impounded dog for the first time in twelve months; the second time in twelve months is $65.00; and the third time in twelve months the cost is $90.00, and a citation may be issued to the dog owner as well. R1Page 17Jail— The Jail Facility is 50 plus years old and as stipulated by Penal Code 919 (a) and (b), the Civil Grand Jury is required to inspect its ability to function as needed by the citizens of Glenn County. Several committee members visited the Jail, talking to all those in leadership positions, guards, and kitchen staff, gathering information regarding the condition of the jail. Any areas found by the Civil Grand Jury have been recommended several times in past reports and not acted on based on a lack of funding; therefore, a formal report is not required.

The Civil Grand Jury met with the Glenn County Department of Probation and visited the youth housed in Tehama County. A meeting and visit took place with the Tehama County Officers in charge of the Tehama County Juvenile Hall facility. After the visitation it was agreed and voted by the Civil Grand Jury that a formal report is not required.
