Staff informed the Jurors inspecting, that many inmates are not receiving continued mediations prescribed for existing health issues, whether of a medical or psychiatric nature, in a timely manner.

An electrical panel, located in the pod tower is twenty-five (25) years old, with old outdated safeguards to control all security doors for the entire facility. This is a significant safety/security issue noted by staff and reported in previous Grand jury reports.

Stairs leading to the Pod Tower are unsafe and in need of repair. These stairs have led to officer injuries in the past, again affecting staffing and overtime in the jail. 10

Appropriate staffing levels are an ongoing issue, and disconcerting on a daily basis, per staff interviewed. A minimum of three (3) staff per shift is required. Again when inspected one hundred and twenty-two (122) inmates reside in the facility. Eighteen (18) staff officers are allocated for fulltime coverage. The jail is down to thirteen (13) assigned presently, with various issues of medical and budgetary constraints involved.

A critical safety finding is an area used for parking currently. This area is also used to transfer inmates to the County Courthouse on a routine basis. The area is unsecured and open to the general public, thus endangering the public.

The school is well maintained and the students we met were very welcoming. They feel the support they receive from the Glenn County Office of Education is good. 25 WILLOWS HIGH SCHOOL The Willows High School Special Education Department has two full-time Special Education teachers and two full-time Paraprofessionals that are housed on the Willows High School campus. All Special Education Teachers and Paraprofessionals are employees of the Glenn County Office of Education. A psychologist is on campus three (3) times per week to assist those students. Additionally, a SMART TEAM helps at-risk students along with the psychologist. The SMART Team is composed of the school administrator, an official from the Glenn County Office of Education, Special Education Department, psychologist and a resource teacher also a GCSO Detective. Willows High School Special Education caseload is expected to drop next school year due to lower student enrollment. Teacher caseload is 30 to 35 students per teacher. Students with active IEPs that are mainstreamed receive help from paraprofessionals in taking notes, organization skills as well as taking them to a less stressful environment to complete assignments. Paraprofessionals also assist all special education students and mainstream student in the traditional classroom as needed. 26 The IEP is a more holistic approach and recommendations are where the SST comes up with IEP goals for individual students. Special Education students participate fully in the Common Core Smarter Balance Test, which tests only eleventh grade students. Special Education students that have an active IEP and identified with a 504 (students with physical disabilities) are covered under ADA and continue into adulthood. Students age out of the Special Education Program, but will continue to receive services under their 504.
