  The San Mateo County Superintendent of Schools should convene a blue ribbon panel of district superintendents, construction industry representatives, and architectural and construction management professionals to develop a set of policies and procedures for use by local districts. These documents should be modeled after the processes currently being employed at the San Mateo County Community College District and would provide the basic structure for the control and management of district construction projects with each district making modifications for special district considerations.
