The overall quality of the 28 Orange County School Districts and their individual school's emergency preparedness plans are in need of much improvement. Response: The Huntington Beach Union High School District disagrees partially with the finding based on the following: The District schools have personnel assigned to the various SEMS positions. The personnel assigned to these positions have been trained. The personnel assigned performed drills based on the plan. • The District has performed hazards assessments of each school. • The District schools each have a plot plan identifying the location of critical stations. Each school has the necessary resources to deal with an incident. Each school has identified a variety of incidents and has procedures to deal with each incident. Part (b) The Recommendation R-1 has not been fully implemented but will be implemented in the future with a timeframe for implementation as follows: Each school site will update their SEMS Organizational Chart to show the current persons assigned to that position. Each school site will update their SEMS Organizational Chart to show a backup person for each assigned position. The above recommendations will be completed by October 23, 2007. Sincerely, Van W.
