The County of Orange and cities within Orange County have been inconsistent in the collaboration for support of shelters and services, which has resulted in missed opportunities to end homelessness. RESPONSE: (a) The City of Seal Beach agrees with this finding. (b) The recommendation has been implemented, see summary below: The City of Seal Beach is currently working with the Orange County Health Care Agency, who staffs a PERT (Psychiatric Emergency Response Team) and Crisis Assessment Team (CAT) clinician to provide in-person services one day a week based out of the Seal Beach Police Department. The PERT clinicians also respond in the field when called. However, the PERT clinicians are not always timely due to other calls for service and thus unable to meet with the subject experiencing homelessness, resulting in a missed opportunity to assist. One of the biggest issues in assisting those experiencing homelessness is their willingness to seek assistance and our ability to get resources to them in a timely manner. In some cases, the resources are unable to locate the subject(s) seeking assistance after they move from city to city. Additionally, the City of Seal Beach collaborates well with the Orange County "Outreach and Engagement" team who can assist those who are requesting housing; however, they lack the proper paperwork or documentation to receive the funding. TIMELINE FOR COMPLETION: Ongoing and will report annually by March 31, 2023.
