FINDINGS Finding F.5 - The long project times associated with light rail system establishment require not only careful planning and coordination by OCTA, but also consistent efforts to inform the public by those Orange County cities involved in development or possible development of light rail projects. The City of Santa Ana agrees with this finding. Public engagement is a critical component of any major project. The City of Santa Ana, in consultation with Garden Grove and OCTA, took great strides to ensure the public was informed and involved throughout the development of the preliminary engineering and environmental document phases of the project. After adoption of the Final Environmental Impact Report (FEIR), Revised Environmental Assessment (REA) and Finding of No Significant Impact (FONSI) in 2015, the role of project lead agency became the responsibility of OCTA. Santa Ana continues to work with its partners Garden Grove and OCTA to move the project forward while assisting in providing information to the public.
