R1Page 1The City of Westminster has a regular tree maintenance program where every tree, City- wide, is trimmed at least once every other year. The City's contractor, Great Scott, would do more than once a year on an as needed basis. In addition to tree trimming, Great Scott performs tree inspections regularly, and as directed by staff, for those trees in problem areas. City staff removes dead trees and replaces them with an approved species for the public right-of-way in coordination with the adjacent neighbors. The City of Westminster is committed to this and even more as needed to ensure healthy trees and zero liability claims. Recommendation R-2: City staff has initiated a program to coordinate with non-profit and volunteer organizations to improve residents' awareness of the City's Urban Forest benefits and promote active involvement with ongoing programs. The organizations targeted are: Chamber of Commerce Vietnamese Chamber of Commerce Barber City Women's Club Soroptimists International of Westminster Westminster Historical Society Rose Center Foundation . Family Resource Center • Abrazar . City staff will update all such organizations from time to time to improve residents' awareness of the City's Urban Forest programs, and to encourage participation. Recommendation R-3: City staff continues to work on and improve the City's Urban Forest program. Staff recently has planted six trees at Goldenwest Park. Also, staff has been, and will continue to be, very aggressive in planting new trees. See attached sheets showing trees that have been planted from 2014 through 2018. City crews also work very closely with residents to plant new trees. The City issues tree vouches under our "Tree Voucher Program" that allows residents to go to a local nursery (Bolsa Nursery) to pick up a free tree, which the City pays for, and the resident would plant it him/herself. City crews could plant the tree for him/her for a service charge. See sample "Street Tree Planting Agreement" attached. The City of Westminster takes the street tree planting program seriously within our funding limitations. The City tree policy has been posted on the City's website and Facebook to inform the public and encourage everyone to be involved in tree planting. Two major street projects are coming up which include the planting of 700 trees along Garden Grove Boulevard from Bolsa Chica Road to Edwards Street, and 400 trees along Hoover Street from Garden Grove Boulevard to Bolsa Avenue, in addition to the 200 trees that were planted a few years ago along Hoover Boulevard. We want to be sure our tree meets both your desires as a resident and our other taxpayers by selecting a tree that does not cause later damage to public infrastructure (sidewalks, curb and gutter, water mains, sewer lines) or create future trip and fall safety hazards from root upheavals. Therefore, the following citizen developed, Street Forestry Ordinance requirements must be followed: BEFORE PLANTING TREE CALL DIG ALERT UNDERGROUND SERVICE ALERT AT 1-800- 227-2600 AT LEAST 2 WORKING DAYS PRIOR TO EXCAVATING. This will help you avoid accidentally digging up a water, gas, sewer or electrical/cable line. Street tree shall be planted between the front edge of sidewalk and back of curb, except where solid sidewalk exists or parkways are less than 3 feet in width. If planted in front yard, tree shall be planted at a minimum of 7 feet from back of sidewalk to avoid future root damage to sidewalk. Tree shall be planted with the following offsets: Twenty feet from another tree. Ten feet from service walks or driveway. Twenty feet from light standard or utility pole. Ten feet from water meter or gas meter. Twenty feet from beginning of the curb return. Ten feet from fire hydrant Tree shall be planted with support staking and root barrier - minimum 3 panels 18 inch deep by 24 inch long Deep Root panels, locked together to make a circle. Top of Root barrier shall be placed at depth just under turf level, approximately 1 inch from top surface. Tree shall be planted at same level as was in nursery container. Tree shall be planted with an earth basin minimum 2 feet in diameter. The basin shall be deep enough to hold approximately ten gallons of water (generally 6 inches deep). Immediately after planting, tree shall initially be watered thoroughly and basin filled. I HEREBY AGREE TO PLANT THE TREE IN ACCORDANCE WITH THE STREET TREE POLICY PLANTING STANDARDS.
