F1: The Wastewater Treatment Plant Department (WTPD) of NSD is short of certified operators. This deficiency strains existing staff and management and makes the District vulnerable to employee burnout and misuse of overtime.

R1: NSD should implement measures to speed up the certification process for its WTPD operators. District's Response The District has already addressed this issue by three actions: 1. Revised job classifications to allow all operators to promote to Operator III positions, thereby increasing the number of available personnel legally authorized to independently supervise the treatment plant; 2. Improved the vacation scheduling system so that both operators and management staff are included on one comprehensive schedule; and 3. Authorized a one-time program for the Plant Manager to reduce the amount of accumulated leave time that had built up to excessive levels over the years, coupled and conditioned upon the regular use of leave time to avoid future accumulations of a similar amount. F2: The natural process of collecting and treating water from sewage generates more recycled water than can be delivered to potential users.

R2: NSD should continue its efforts to bring additional sites on-line for distribution of treated wastewater. Careful forecasting of capital expenditures for this recycling effort should be addressed as each year's budget is proposed. The District should also investigate and pursue any Federal and State financial assistance for recycled water projects. District's Response All three of the above recommendations are currently being implemented. More detail follows: 1. The District recently connected part of Kennedy Park to the recycled water system. The District is currently building a pipeline to connect the Napa Valley College baseball fields to the system, and has draw up plans for a Napa State Hospital connection. 2. The District's Ten-Year plan contains numerous projects to expand and maintain the recycled water system. 3. The District has spent hundreds of thousands of dollars in pursuit of both state and federal funding; however the best chance of further expansion of the system will be by the formation of Benefit Districts funded by those who would use the water from an expanded system. Napa County has taken the lead in pursuing the formation of a benefit district in the Coombsville area.
